纵谈我国山区的开发和建设

我国山区开发和建设已50多年,从不同工作部门看成绩很大,但山区整体形势恶化。这正是工作的失误所在。山区是一个整体,我们长期与自然规律对着干,必受惩罚。有必要重新认识我国山区,并从领导层认真解决几个问题。政府应责成一个强有力的部门负责指导和协调山区的开发和建设工作,并充分发挥县级领导机构的作用。
