依法行政与地方政府的行为选择

依法行政正逐渐成为中央及地方各级政府施政的重要理念。地方政府是依法行政的重点，地方政府依法行政是促进社会主义市场经济健康发展、维护社会公众切身利益、落实中国入世承诺、直接提升国家法治水平的客观要求。目前地方政府依法行政工作仍然存在法治意识滞后、法制建设存在薄弱环节、权力运行机制失范、公务员队伍素质不适应依法行政要求等差距。需要通过培育地方政府法治意识、加强地方政府法制建设、提升地方政府公务员法治能力和素质、规范地方政府权力运行机制等措施，推进地方政府依法行政工作。
