摘    要:市场经济在促进人才流动、人才竞争过程中 ,打破了人、才一体化格局 ,使人与才分离成为可能 ,进而又使人与才成为既可合为一体 ,也可相对分离的两重性概念。因此 ,中西部地区实施人才战略时 ,应确立人、才统一与人、才分离相结合的思维创新方式 ,实现“才”力扩张 ,“才”尽其用。

Abstract:While promoting the free flow of and competition for persons of abilities, the development of the market economy has made it possible for gifted people to extend their talents beyond their physical reaches, thus establishing the notion of talent dualism. In the implementation of retainment of persons of abilities in the Mid- and Western-Regions of China, an innovative way of thought is needed that calls for both a combination of a physical being and its ability and a relative division of the two in order to maximize the use of people's abilities.
