摘    要:文章以安徽为例构建高校科技创新能力评价指标体系,采用因子、模糊聚类分析相结合的方法,对高校科技创新能力进行综合评价分析,结果显示:安徽高校科技创新能力可用研发因子、协作因子、转化能力因子表征;各高校创新能力差别大、资源过度集中、投入产出能力不均、与各方协作少、转化率低、创新环境急待优化。依据评价结果,提出从完善创新环境、均衡研发投入、优化各方协作、促进成果转化入手,建设"调研—研发—转化"开放创新生态链,形成多渠道投入、多方协作、资源优化共享、成果快速转化的全方位创新体系等方面促进安徽高校创新能力的建议。

The Comprehensive Evaluation and Optimization of Science and Technology Innovation Capacity of Universities at Provincial-level-Evidence from Anhui Province

Abstract:The paper,by taking Anhui Province as an example,constructs the evaluation index system and makes a compre-hensive analysis on science and technology innovation capacity of universities by using the method of factor analysis and fuzzy clustering analysis. The results show that available R&D factor,collaboration factor,transforming capacity factor characteriza-tion of universities in Anhui Province. They also indicate that big different innovation capacities among universities,excessive concentration of resources,not balanced input-output capability,less collaboration with other parties,lower conversion rate and urgent need to optimize the innovation environment. Based on the evaluation results, the paper, from the perspectives of perfecting innovation environment, balanced R&D investment, optimizing collaboration among parties and promoting trans-formation of scientific and technological achievements, proposes to build the open innovation ecological chain of“investiga-tion-R&D-conversion”The aim is to promote the enhancement of science and technology innovation capacity of universities in Anhui Province by forming a comprehensive innovation system of multi-channel input,multi-party collaboration,resource optimization sharing and achievements of rapid transformation.
