公共服务、劳动力流动与产业集聚——兼论片面城市化政策对产业集聚的影响

文章从劳动力流动的角度分析了城市公共服务供给水平对产业集聚的影响,认为我国各级地方政府所实施的片面城市化政策导致政府对公共卫生、义务教育和社会保障等基本公共服务供给不足。流动人口难以享受到与户籍人口同等的基本公共服务,提高了劳动力区际流动的隐性成本,降低了劳动力的区际流动性,阻碍了我国产业在空间上的高效集聚。因此,为提高我国产业的地理集聚水平和经济资源的空间配置效率,有必要着力推动以流动人口市民化为核心的城市化进程。

Public Service,Labor Migration and Industrial Agglomeration --A Research of the Impact of One--sided Urbanization Policy on Industrial Agglomeration

The paper makes an analysis on the impact of the supply level of urban public services on industrial agglomeration from the perspective of labor mobility. It fmds that the local governments at all levels in China implement the one-sided urban- ization policy, which brings about the inadequate supply of basic public services such as public health, compulsory education and social security, etc. Moreover, the migrating population is difficult to enjoy the same basic public services as registered pop- ulation in cities, which raises the hidden costs of inter-regional labor migration, reduces inter-regional mobility of labor, and hinders the efficient industrial agglomeration in space. Therefore, it is necessary to strive to promote the process of urban- ization, which aims to make migrant workers become true citizens, in order to improve the level of industrial geographic ag- glomeration and spatial allocation efficiency of economic resources in China.
