甘肃产业集群的发展与对策研究

产业集聚是提高产业竞争力的基本因素,产业集群已成为一国或地区竞争力的基本因素.甘肃产业集群发展存在的主要问题是:制度缺损、产业链缺损、专业化分工缺损、产业集群竞争优势缺损.要促进甘肃产业集群形成与发展,提高甘肃区域经济发展竞争力,必须做好以下工作:实施有利于产业集群生成与发展的制度创新;培育建立高度分工、密切合作的一体化生产体系;培育、发展具有竞争优势的特色产业集群;充分发挥政府在产业集群形成与发展中的引导作用.

A Study of the Strategies for the Development of Industrial Concentrations in Gansu Province

Industrial concentration is one of the basic means to improve the competitive power of indus-tries,while industrial clusters have become one of the basic elements of the competitive power of a regionor a country.The primary problems facing the development of industrial clusters in Gansu Province in-clude defects in regulation,in industrial chains,in division of specialization and in the competitive powerof industrial clusters.In order to promote the formation and development of industrial clusters in GansuProvince and strengthen the competitive power of its regional economy,we must implement institutionalinnovation favorable for the formation and development of industrial clusters;build highly specialized andclosely co-operative integrated production systems;foster and develop industrial clusters with specialcharacteristics and competitive advantages,and finally give full play to the guiding role of the governmentin the formation and development of industrial clusters.
