政府决策效能化：价值导向及实现方略

民主是一个政治范畴,与利益紧密相连;科学是一个求真过程,应避免利益的干扰,因而它们之间不可避免地存在着价值理性和工具理性的冲突。从政府决策效能化的角度审视政府决策,倡导民主性,但不唯民主,倡导科学性,但不唯科学,在决策民主化导致效率低下或决策科学化产生求真困扰时,应遵循过程规制与结果导向相结合、效率和效果灵活偏重、民主和科学巧妙运用等价值导向来选择最有效的决策形式、裁定最佳决策方案。
