| 摘 要： | 公共政策的价值取向问题是公共政策分析的基础理论问题。公共政策的价值观包含公平、效率、民主、利益等，但公共政策的价值取向应以更高层次的价值规范——社会公正为第一要义，为社会和谐发展提供基础。
