证券市场发展对国有企业改革具有积极意义。然而就现状而言 ,由于国有企业的多重经营目标、公司治理结构不合理等自身原因以及中国证券市场的不规范导致事与愿违。因此 ,建议通过对国有企业存量部分进行战略性资产重组 ,实现“进中有退” ;采取直接上市与间接上市相结合方式 ;完善市场评价机制等 ,来完成当年国企上市的目标 ,同时为中国证券市场的发展提供更有利的条件。

The development of the security market plays an active role in the reform of state?owned enterprises But as far as present situation is concerned, it is another case due to the cause itself such as multi?operation objective of state?owned enterprises, unreasonable administering structure of company and the invalidity of Chinese security market Therefore the paper suggests that we realize "Backward among forward" by strategically capital recombining of the remaining part of state?owned enterprises, combining direct going listed with indirect going listed, better market valuation system and so on,in order to fulfill original intention to list state?owned enterprises and in the meanwhile develop the security market in China
