论林业经营体制改革问题

体制问题是影响林业发展的根本问题 ,本文就林业体制改革必要性进行了论述 ;并根据林业具有经济、生态、社会等多种功能的特点 ,提出采取生态林和商品林的分类经营、分类管理思路 ;进而对确立林业经营新体制基本框架的产权制度、市场主体、交易市场、管理职能转变和林业配套政策等系列改革措施进行了探讨。

Discuss on the Management System Reform of Forestry

Forestry System is the basic problem for our forestry development. So we discuss the essentiality of forestry system reform in this paper. According to the characteristic of economy,ecology and sociality of forestry,we advance separate management method for ecology forestry commercial forestry,furthermore probing some reform measurements for establishing new forestry management system about property right system, main body of market,exchange market,management function change,assorted policy and so on.
