谈计划的前瞻性与政策性的关系

政策是我们工作的依据，但政策具有滞后性，因而在制订计划时，要注意处理好前瞻性与政策性的关系，既不能违反政策，也不能死搬政策，要在遵守政策的前提下，结合实际，科学地预测形势的发展变化，充分发挥计划前瞻性与预见性的特点，从而为工作作出合理的安排。

On the Relationships between the Foresight and Policy of Plan

Policy is the guidance of our work. And yet, the policy sometimes could be outdated. Therefore, we must strike a balance between a far-sighted plan and a policy-guided plan. That is to say we shall not break policies, nor shall the policies infringe our inspiration. We must, in the keeping with the actualities, make scientific projection, play a full role of the plan＇s foresight and foreseeability feature and work out a good plan.
