| 摘 要： | 随着经济全球化的不断推进,经济服务化趋势不断增强,服务外包是继全球制造外包之后兴起的又一轮新的国际产业转移。黑龙江省紧紧把握新一轮国际服务加速转移的契机,整合黑龙江省现有资源,采取多种途径促进黑龙江省服务外包产业发展,并已取得了一些成绩。但是,黑龙江省服务外包产业发展相对于我国其他服务外包基地城市而言,起步仍比较慢,发展规模较小,接单率比较低,针对这一现状,有必要建立一个服务外包行业协会,由协会在企业和政府、企业和企业之间架起沟通的桥梁,引领黑龙江省的服务外包产业向更为成熟、更为广阔的空间发展。
