全球先进自由贸易区的功能定位、监管模式与政策创新——以迪拜、新加坡、伊基克为例

自由贸易区是为投资者提供离岸区域和先进商业基础设施,拥有灵活弹性商业政策,具有吸引力的税收和低投资、低运营成本的商业区.本文在对现有的自贸区评价体系分析基础上,在法治层面,对新加坡自由港、迪拜港自由贸易区、伊基克自由贸易区三大先进自由贸易区的监管模式进行了横向比较,并研究了三大自由贸易区在管理体制、监管制度、功能定位、政策优惠等方面的异同.通过对比我们发现,自由贸易区成果的关键是通过统筹经营、放松管制,加快货物进出、人员往来、资金流动、信息传递,以期对中国（上海）自由贸易试验区的发展有所启示与借鉴意义.

Research on the Global Advanced Free Trade Zones Function Orientation,Regulatory Mode and Policy Innovation

Free trade zones aim to provide investors with offshore areas and advanced commercial infrastructure, flexible business policy, attractive taxation, low investment as well as low operation cost. By comparing the development mode of the Singapore free port, the Dubai Port Free Trade Zone and the Iquique de Chile Free Trade Zone, we analyze the existing evaluation system of the FTA, and the similarities and differences of the three largest free trade zone in the management system, supervision system, function positioning, and preferential policy. Through the comparison we find that the success of a free trade zone lies in speeding up the turnover of cargo, flow of personnel, capital and information through the unified supervision and relaxing control.
