公共基础设施、产业区位与区域经济增长研究

摘    要:本文沿袭空间经济学研究范式,对LS模型进行拓展后深入研究了改善公共基础设施对产业区位和区域经济增长的影响,研究结论表明:当存在拥挤效应时,改善落后地区和发达地区之间公共基础设施的公共政策将经济从经济增长率高、产业集中度低和收入差异小的均衡推向经济增长率低、产业集中度高和收入差异大的均衡;解决市场失灵问题比改善公共基础设施更有效,因为改善区域公共基础设施进一步放大了市场失灵的负面效应,这说明促进技术扩散并降低拥挤成本效应的政策才是最优区域经济政策.

Public Infrastructure,Industrial Location and Regional Economic Growth

Abstract:Following the research paradigm of spatial economics, an in-depth study based on the expansion of LS model has been done on the effect of the public infrastructure improvement on industrial location and regional economic growth. The conclusion of the study shows that (1) when there is the congestion effect, public developed areas will move pol the icies aiming at improving public infrastructure of backward areas and economy from the equilibrium of high economic growth rate, low industry concentration rate and small income difference to that of low economic growth rate, high industrial concentration and big income difference; (2) to resolve the problem of market failure is more effective than to improve public infrastructure, because improvement of the regional public infrastructure amplifies the negative effect of market failure, which shows that promoting technology diffusion and reducing the cost of congestion effect is the optimal policy for regional economy.
