我国外贸出口面临的绿色壁垒及应对措施

随着世界经济全球化的发展,自由贸易的观念逐渐深入人心,世界平均关税水平已经降到很低,人们开始将目光投向了非关税壁垒。为了有效缓解全球范围内环境恶化的趋势,实现世界经济的可持续发展,WTO制定出了包括绿色环境标志、绿色技术标准、绿色关税和市场准入、绿色包装制度、绿色卫生检疫制度在内的绿色措施。我国作为发展中国家的贸易出口大国,近几年来遭遇绿色壁垒的出口产品已日益增多。因此,如何跨越绿色壁垒,已成为我国出口贸易的当务之急。本文从我国遭遇到的绿色壁垒的特点入手,根据我国国情,从循环经济的角度,对我国跨越绿色壁垒提出了若干建议与途径,实现可持续发展的目标。

China foreign trade export's facing green bulwark and countermeasure

Along with world economics globalization development, free trade idea is accepted gradually, the world average customs duty already fell to a very low level.Therefore, non-tariff barrier is regarded.In order to effectively alleviates the tendency, which the environment of deterioration in the global scope, and achieve the world economics sustainable development, WTO establishes some green measures, including the green environment symbol, the green technical standard, the green customs duty and market admittance, the green packing system, and the green health quarantine system.As the developing country, China is the main exporter.In recent years, its commodities which encounter the green barrier in exporting are increasing day by day.Therefore, how to overcome the green barrier has become the urgent matter of our country in international trade.In this paper, the author bases on the Chinese own national condition, analyses the characteristics of which China encounters the green barrier, and then come up with some proposals and methods from the circular economy view, to surmount the green barrier, so as to achieve the sustainable development goal.
