| 摘 要： | 公共权力监督制度安排以权力制约权力、以权利制约权力、以道德制约权力三种模式。将这三种权力监督模式有机结合,有利于建立结构合理、配置科学、程序严密、制约有效的权力运行机制。

| Abstract: | The supervision of public power is based on three supervision models:restriction of power by powers,by rights and by morality.The organic combination of these supervision models is beneficial to the establishment of public power mechanism which is reasonably structured,scientifically collocated,with rigorous procedure and validly restrained. |
