略论我国地方政府债务风险及防范

中国各级地方政府均有数量不等的债务存在，且债务数额呈上升趋势，地方债务风险已经成为威胁我国经济安全与社会稳定的重要因素。要防范地方债务风险，必须理顺政府与市场以及政府之间的关系，建立国家债务监测体系，对地方政府债务实行归口管理，完善政府间的财政转移支付制度，编制财政风险预算．建立财政风险基金，树立科学的发展观和政绩观，明确地方政府债务相关责任人的责任。
