| 摘 要： | 为了提高海上应急资源的日常管理水平和在突发事故救援过程中的统一调度能力,将海上应急资源分为静态配置和动态配置两种管理阶段,并考虑到海上应急的时间紧迫性,建立以时间最优的资源调度模型,有助于提高应急资源在海上突发事件应急救援的保障作用。

| Abstract: | To improve the level of marine emergency resource daily management and to realize unified dispatching of resources in marine emergency rescues,the paper classifies the resources into two groups for static and dynamic deployment respectively and,regarding the time pressure of marine rescue activities,establishes the resource dispatching model aiming at time optimization. |
