公用事业市场化的战略重组与监管手段

虽然公用事业政府垄断经营的必然性和必要性已经从理论上被否定,但在实践中,对于不同国家的不同公用行业,如何将一个政府垄断的市场结构改造成具有可竞争性的市场结构,仍然经历了一番艰苦的探索。经过多年的实践,虽然不可能总结出某种最优改革方案,但成功改革设计的原则仍可以在一般意义上进行概括。这些多年探索得到的经验为我国推进公用事业市场化提供了重要参考。

The Strategic Restructuring and Regulation Measure of the Marketization of Public Utilities

Though the monopolistic operation of public utilities by government has been theoretically proved unnecessary,it has still been a difficult experience for a monopolistic market to be restructured to a contestable market in practice.During decades of exploration,some guiding principles to successful reform design can be generalized without a best reform programme.However,these principles still provide important reference and revelation for China to promote the marketization of public utilities.
