| 摘 要： | 我国农地流转可划分为三种市场模式,主要有四个参与主体,并呈现规模扩大、趋势加快,转包和出租为主要形式,流转市场初步建立等特点。分析四个参与主体的行为特征表明,地方政府推进土地流转,发展经济以提高税收;村集体积极推动土地流转以获取经济利益;需求方之一的用地企业积极参与流转,种粮大户流转意愿强;绝大部分农户有流转意愿,大部分有流转行为。要规范农地流转,确立农民主体地位,保障农民土地承包经营权益。
