跨越式发展模式下青海省政府职能转变的思考

文章认为,跨越式发展模式下政府职能转变,就是要探索在后发优势这一潜在因素存在的前提条件下,政府通过经济性、社会性和制度性公共服务为中心的职能转型,提供公共产品,通过一系列的措施和手段,从政府的角度刺激后发优势的充分发挥,实现跨越式发展。文章从后发优势入手,以青海省经济发展现状为背景,从政府提供公共产品这一职能为主要角度,分析青海省的潜在优势和劣势,分析在跨越式发展模式下政府职能对后发优势充分发挥的作用。

Several Thoughts on Reflections on the Function Transformation of the Government in Qinghai Based on Great-leap-forward Development

This paper considers that the function transformation of the government under the leap-forward development should be based on the premise of the conditions of late-mover advantage.The government through the transformation of economic,social and systematic function to analyze the economic development of Qinghai,and then it puts forward a series of means to realize the leap-forward development.This paper from the late-mover-advantage,based on the present situation of Qingdao economic development,analyzes the potential advantages and backwardness of Qinghai from the perspective of public products,as well as the government’s function under leap-forward development on the late-mover-advantage for the development of Qinghai.
