基于创新理论角度的德国经济危机应对措施分析

熊彼特认为创新是经济发展的动力,也是经济波动的根本原因。创新是一种“创造性破坏”。创新意味着抛弃旧的生产方式、组织方式,以及旧制度和守旧经济增长模式。尽管当前德国经济仍未摆脱衰退困扰,但德国政府未雨绸缪,从长远考虑制定了新的经济增长战略,计划大力发展绿色经济,努力谋求面向未来的经济可持续发展。而对比我国,长期以来,我国产业结构失衡严重,经济危机的发生充分暴露了我国产业结构不合理、产业发展水平低下的弊端。我国必须加大产业结构调整力度,尽快实现产业升级,但同时也应该做到“有秩序的撤退”,注意利用信息技术,改造和提升传统产业的结构和素质,而不是简单抛弃传统产业。

An Analysis of Strategies on German Economic Crisis Based on Innovation Theory

J. A. Sehumpeter thought that innovation was the power of economic devdopment, as well as the essential reason of economic fluctuation. Innovation is a ＂creative destruction＂. Innovation means to discard old ways of production, organization, as well as old system and old economic growth. Although Germany still does not get rid of economic recession now, German government has prepared for that-making new strategies on economic growth for a long term, developing green economy and striving for sustainable economic develop- ment for the future. On the contrary, Chinese industrial structure is seriously unbalanced for a long run, this economic crisis totally reveals its disadvantages in industrial structure and development. China must make great efforts to adjust its industrial structure to realize indus- trial upgrading. Meanwhile, she should also retreat some industries orderly-transforming and upgrading the structure and quality of tradi- tional industries by means of information technology, not just casting them away simply.
