竞价机制下的风电行业政策研究

随着改革进入深水区,电力行业也将进一步改革,为了打破电网企业“统购统销”,国家批复了蒙西电网作为国内第一输配电价试点改革的电网公司,其模式是按照成本+合理收益进行管理,是我国第一个可以直接在电力市场进行商品交易的省级电网;为了参与电力市场交易及减轻国家补贴压力,管理部门调整了风电资源分配方式、试水竞价分配风电资源,加速风电评价上网,提高行业竞争力。

Research on Wind Power Industry Policy under Bidding Mechanism

As the reform enters the deep-water area,the power industry will also undergo further reforms.In order to break the"batch purchase and sales"of power grid enterprises,the state approved Mengxi Power Grid as the China's first power grid company with pilot reform of transmission and distribution prices.Its model is based on cost and reasonable income for management and it is the first provincial power grid in China that can directly trade commodities in the electricity market.In order to participate in electricity market transactions and reduce the pressure on state subsidies,the management department adjusted the wind power resource allocation method and tested water bidding to allocate wind power resources,to accelerate wind power evaluation on the Internet and improve the competitiveness of the industry.
