金融扶贫创新:农户资金互助合作社初探

在建设社会主义新农村的进程中,农业企业和广大农户所需的生产经营资金仍将主要依靠金融信贷资金。因此,农村金融服务体系是一项重要的支持体系,而农户资金互助合作社是进一步深化农村金融扶贫体制改革的重点,也是对农村金融扶贫机制创新的一次尝试。本文从农户资金互助合作社的运行机制和原理入手,认为加强政府支持力度,加快发展农业保险和实现集体土地抵押权才是提升农户资金互助合作社运行效率的新突破点。

Research on Mutually Financial Cooperation among Farmers

In the course of constructing new socialist rural areas,agricultural enterprises and the majority of farmers rely heavily on financial credit funds.Therefore,financial service system is an important supporting system for rural areas.Mutually Financial Cooperation among farmers is the focus in deepening the poverty-assistance system of rural China,which also is an innovative attempt. This paper first introduces how the Mutually Financial Cooperation among farmers is running,and finally puts forward the viewpoint that the very breakthrough in improving the efficiency of the cooperation lies in getting enough support from local government,in speeding up the application of agricultural assurance,and also in realizing the mortgage right of collective lands.
