创新生态系统视角下众创空间高质量发展评价研究——以山西省为例

摘    要:众创空间作为服务创新创业的重要平台,驱动了创新发展,是实现创新要素集聚的创新创业生态系统,对于推动山西省经济转型发展具有重要作用。基于创新生态系统视角,分析众创空间生态系统的层次结构,并从管理服务、集聚资源、环境支撑、创新产出4个维度构建众创空间高质量发展评价指标体系;运用灰色模糊综合评价法对山西省众创空间整体以及各维度发展质量进行评价分析。结果发现,山西省众创空间整体发展质量处于中上等水平,其发展对于各影响因素的敏感程度不同,集聚资源和创新产出能力所占权重最大,其得分却低于整体发展水平,成为制约其高质量发展的最主要短板。最后提出针对性政策建议,为全国众创空间高质量发展提供参考。

Evaluation of High-quality Development of Mass Innovation Space from the Perspective of Innovation Ecosystem:Taking Shanxi Province as an example
Abstract:As an important platform to serve innovation and entrepreneurship, mass innovation space drives innovation and development, and it is an innovation and entrepreneurship ecosystem to realize the agglomeration of innovation elements, which plays an important role in promoting the economic transformation and development of Shanxi Province. Based on the perspective of innovation ecosystem, the hierarchical structure of the ecosystem of mass innovation space is analyzed, and the evaluation index system of high-quality development of mass innovation space is constructed from four dimensions ,including management service, resource gathering, environmental support and innovation output. The grey fuzzy comprehensive evaluation method is used to evaluate and analyze the overall and development quality of mass creative space in Shanxi Province. The results show that the overall development quality of mass innovation space in Shanxi Province is in the middle and upper level. Its development is sensitive to different influencing factors, and its concentration of resources and innovative output capacity account for the largest weight, but its score is lower than the overall level of development, becoming the main shortcoming of restricting its high-quality development. Finally, relevant policy suggestions are put forward to provide reference for the high-quality development of national makerspaces.
