Study on Economic Policies for Accelerating Decommissioning of Small Thermal Units

With a view to smoothly implement the national industry policy on decommissioning small thermal units, we put forward measures to restrict the conditions of survival for small thermal units, which include re-assessing generation tariffs on the basis of generation costs, providing financial support for technological upgrades of small thermal units according to the specific situation, establishing policies on energy replacement as per the principle of "large units replacing small ones", and issuing taxation policies on high resource consumption or environment protection, the purpose of which is to raise the generation costs of small thermal units so as to force them to close or undergo technological upgrading.
