城市群已成为新的区域经济增长极,其将在国家或区域的经济发展进程中起着越来越重要的作用。应该将城市群发展列入国家战略,加大城市群制度创新的力度,积极探索实现城市群发展的多元化目标的途径,准确制定城市群发展方针,建立一个与综合国力相匹配的国家城市群体系。有必要确立城市群作为中国经济发展的中心环节,以城市群为主体形态推动我国经济健康发展。
