| 摘 要： | 根据广泛的调查研究,综合分析了北京市生态林补偿机制实施以来的成就、存在问题和经验教训,提出建立与市场手段相结合的以"征用"制度为基础的山区生态林保护策略,探讨了"规范补偿"作为实施生态林补偿机制的核心及具体内容,提出了从保护观、组织和制度建设、生态林经营策略、社会参与等方面完善山区生态林补偿机制政策框架,并建议山区生态林保护与建设应以社区为基础。
