国有林权制度改革的政府职能与政策保障研究

根据新制度经济学的原理,从维持市场秩序、提高经济效率、发展基础事业3方面分析在林权制度改革过程中政府职能的调整与定位。同时,提出并论证了林权制度改革中政府应该及时调整国有林地经营方式、林木限额采伐、林区管理模式、林地承包经营权、市场运作方式、森林保险机制等几个方面的林业政策,进而构建了清晰的、排他的和可交易的林业产权,促进国有林业的经济价值、生态价值和社会价值的共同发展。

Study of the Support of Government Function and Policy in the Reform of State-Owned Forestry Property System

According to the principle of the New Institutional Economics,this paper explores the adjustment and orientation of government function in the course of the reform of state-owned forestry property system from three aspects,which include maintaining market order,raising economic efficiency and developing foundation business.At the same time,this paper puts and argues the policies of forestry in the reform of state-owned forestry property system,which government should adjust in time from following aspects:state-owned forest's running style,quota of wood-lopped,management model,running power to contact,marketing method,insurance system,etc..Then government can set up the clear,exclusive and tradable forestry property in order to promote a common development of the economic,ecological and social value in state-owned forestry.
