新型农村合作医疗缓解因病致贫效果指数构建

本文将衡量金融风险的思想引入新型农村合作医疗的政策实践中,将农民的因病致贫看作一种风险加以防范,提出一种直观、可靠、易于操作的单一评价指标——新农合缓解因病致贫效果指数,并利用广东省五个地区微观调研数据,对这一评价指标进行了实证检验。因为满足因果关联性、预测性和普遍适用性要求,这一指数有利于对新型农村合作医疗实施效果在不同地区的横向比较,并对决策者调整政策参数以实现预定的政策目标具有重要意义。

A Research on the NCMS' Index Measuring the Effect of Preventing the Ailing Peasants from Being Impoverished

Introducing the principle of VaR into the practice of the China′s New Cooperative Medical Scheme(thereafter referred to as "NCMS"),this paper regards the phenomena of falling into poverty-stricken when suffered diseases among some peasants as a kind of risk and offers a intuitive,reliable and easy to operating single evaluating indicator: The NCMS’ Index Measuring the Effect of Preventing the Ailing Peasants from being Impoverished.Using the survey data from five counties of Guangdong province,an empirical research has been done to test the index and it turns out that the index can satisfies the demands of causal relationship,forecasting as well as universal applicability.The paper concludes that the index can help to compare the NCMS performance between different areas,and also means a lot for the policy-makers to adjust some policy parameters of NCMS.
