| 摘 要： | 巨灾风险管理是由政府主导,企业、家庭/个人和社会共同参与,与整个国家经济和社会长期发展战略相结合的社会管理过程。巨灾损失融资是巨灾风险应对的重要措施,其主要作用是提供灾后损失经济补偿及恢复重建所需资金的来源。在中国建立一个稳健、高效、可持续、多元化的巨灾损失融资体系,是应对巨灾的重要措施。
