Discriminate Rules of the Recessive Trade Barriers

Having entered WTO, we have a deeper understanding on the rules of the international trade - some new non-tariffs barracks hidden with a look of neutralty. How to distinguish these recessive trade barriers from the real labor, environment, hygiene and safe measure is a nasty problem to resolve. This paper sums up the common characteristics of some recessive trade barrier measures, from numerous examples with solid international trade. The author believes: only to build up a whole set of rules to distinguish the recessive trade barrier, then can we stop biases and prejudice, and guide the international competition to develop continuously towards the direction of fairness, freedom, and health.
