加强自主创新 保障产业安全

本文认为,我国资金依存度、出口贸易依存度和资源依存度比较高,严重制约着产业安全,同时,依靠廉价劳动力支撑产业发展,也危及产业安全,而创新能力低,产业发展后劲不足,是导致产业不安全的根本原因.文章提出,要形成产业持续竞争力,保持持续增长空间,必须在自主创新上有大的突破,把建立创新型国家、培育创新型企业作为保障产业安全的根本举措,把建立产学研技术创新战略联盟作为推进自主创新的战略措施,把建立企业技术创新服务平台和创新技术方法作为战略突破口,把引进和培养优秀人才作为战略关键,把完善和落实自主创新的各项政策作为产业安全的战略保障,建立以企业为主体的技术创新体系,大幅提升我国企业自主创新能力,实现创新驱动发展.
