摘    要:知识经济的浪潮已经席卷全球,企业之间的竞争已经从对资源、资本、市场等的争夺转变为对人才的争夺。石油企业是资金、技术、知识密集型企业,因此对人才的需要更为迫切,而从我国石油企业的实际情况看,石油企业普遍面临人才流失的问题。如何利用合理有效的绩效测评体系达到开发人才、引进人才、留住人才、升级人才和用好人才的目的已经成为石油企业生存发展的一项重大课题。

Abstract:As knowledge economy has swept across the entire world, the competition among enterprises changed from the striving of resources, capital, and market to the people of talent. Petroleum enterprises are intensive in funds, technology, and knowledge, so they have more urgent need for talents. However, as a matter of fact, most Chinese petroleum enterprises are faced with the problem of brain drain. How to discover, select,preserve, training, and make full use of bright people through performance measurement system is an important session that is in association with the surviving and development of petroleum enterprises.
