| 摘 要： | 本文利用2004年的数据，通过建立成本收益模型，分析小城镇人口规模与经济发展水平之间的关系。测算出我国小城镇人口规模达5万时，经济效益最优，规模净效益最大。基于我国大部分地区小城镇规模过小，经济效益不高的现实，提出今后小城镇发展应采取各种政策措施，扩大小城镇对人口和产业的吸引力，以推动人口规模的扩大，增强其规模经济效益。
