走向共同富裕的解决相对贫困思路研究

基于对国内外相对贫困研究文献和国外相对贫困治理实践的梳理,以及对中共十九大和十九届四中全会精神的研读,本文论述了中国中长期进程中解决相对贫困的四个方面的问题:中国可以与其他发达国家不同,在共同富裕的现代化框架下建立解决相对贫困的目标;为了充分满足贫困和社会进步监测以及减贫政策需要,中国现阶段可以制定多元的相对贫困标准体系;中国解决相对贫困应坚持国际上普遍采纳的经济增长、人力资本投资、社会保障"三支柱"战略,但需要结合中国国情进行必要的调适,尤其是应继续坚持发展支持战略与政策导向;相对贫困治理需转向常规化,对大扶贫格局进行优化,实行制度化、法制化的贫困治理。

A Study on the Approach of Reducing Relative Poverty and Achieving Common Prosperity

Based on an examination of international and domestic literature on relative poverty and its governance practices as well as the documents of the 19^th National Congress of the Communist Party of China(CPC)and the Fourth Plenary Session of the 19th CPC Central Committee,this article discusses four aspects of reducing relative poverty in the longer period.First,different from other advanced countries,China can set up goals of reducing relative poverty under the general framework of modernization towards common prosperity.Second,in order to monitoring poverty and social progress and making poverty reduction policies,China can develop a diversified system of relative poverty standards at the current stage.Third,China should adhere to the“three-pillar”strategy of economic growth,human capital investment and social security,which is inherently consistent with the World Bank’s“three-point”strategy but needs to be adjusted to China’s national conditions.Development-support strategies and policies shall still be continued.Fourth,the governance system of relative poverty needs to become the routine work,and the current Grand Poverty Reduction Pattern should be optimized and goes toward institutionalization and legalization.
