| 摘 要： | 污染减排是动态减排不仅要削减已有污染排放量,又削减新增的污染排放量,因此要从源头控制污染产生,加大落后产业淘汰力度,大力推进技术改造,加快推进工程减排。通过对制革电镀行业进行剖析,探讨了制革行业的污染治理,尝试建立基于结构减排、布局减排、管理减排和工程减排的多元污染减排机制,并选取鹿城区污染减排工作进行案例分析,实施经济发展中的环境保护。
