摘    要:水资源实时监控与管理系统的建设是节水型社会制度建设及落实的必需的工程措施,是节水型社会建设的重要内容.绵阳市在建设节水型社会中,运用高科技手段,在"实用为主,兼顾先进,避免浪费"的原则下,结合实际,建立了水资源实时监控与管理系统.该系统由水资源实时信息采集、信息传输网络系统和水资源信息管理系统三大部分组成,形成了覆盖全市各区县水利局和各相关单位的网络,为绵阳市建设节水型社会提供了一个现代化平台和重要工具.

Abstract:Establishing water-saving society is the basic and effective method to solve the shortage of water resources, therefore, establishing water resources real time monitor and control system is the key point. Taking Mianyang city as an example, water resources real time monitor and control system is established under the principle of insisting practically, giving attention to advanced techology and avoiding waste. Furthermore, practical general structure design, real time information collection and transmission of water resources by means of short messages of GMS, information transfer network covered districts and counties, as well as general information system of water resources management are mainly discussed.
