摘    要:文章运用制度经济学的基本分析方法,揭示了转轨时期我国食品质量安全问题产生的原因,指出:在市场经济条件下,政府有责任制定相应的法律、法规,并采取有效措施维护市场的公平交易,保护消费者合法权益;食品质量安全问题的根本解决有赖于市场治理机制和社会基准道德体系的建立与完善。

Abstract:By using basic methods of institutional economics, the author makes a deep study of the causes of the problems in food quality and food safety. The author points out that, under the condition of market economy, it is governments' duty to work out laws and adopt measures to maintain fair business on market and to protect consumers' interest and right during the transitional period. Food quality and food safety depend on establishment and improvement of market management mechanism and social moral system.
