探析公共事业的民间参与

20世纪 70年代末以来 ,公共事业引入民间机构和民间力量的参与不仅逐渐为理论界所认可 ,而且已成为一股波及全球的国家治理新潮流。它推动了公共服务提供机制的发展、治理结构的变迁和政府社会关系模型的转型。针对不同公共物品的提供 ,可采取不同的民间参与形式 ,并建构相应的制度安排。在促进民间参与中 ,政府不宜置身事外 ,而应承担扶持、资助、引导和监督等广泛责任

A probe into civil participation of the public affairs

Since the end of the 1970's,the civil participation in the public sector has gradually got endorsed by the theoretical researchers. It also represents a global trend in the ruling pattern of the state,which has resulted in some significant changes in development of public administration,the governance structure and the relations between the government and the general society as well. The participation may be conducted according to the different type of public goods supply and thus requires correspondently different type of institutional arrangements. In such a participation the government has to play a key role in supporting,funding,guiding and monitoring as well.
