技能短缺内涵和影响因素的经济学分析

摘    要:技能短缺已经成为影响产业升级和经济发展的一大障碍。基于文献分析,技能短缺有不同的界定方法,将技能短缺分为外部技能短缺和内部技能缺口是最为广泛接受的说法。影响外部技能短缺的因素主要有工资福利因素、宏观经济因素和劳动力因素等;影响内部技能缺口的因素主要有人力资本贬值、培训成本分担方式等。

Abstract:Skills shortage has become a major obstacle to influence the industrial upgrading and development. Based on the review of literatures, there are many ways to define skill short- age. Skills shortage is divided into external skill shortage and internal skill gap, which is the most widely accepted view. The external major factors are compensation, macro-economy and labor situation; the internal major factors are human capital depreciation, training cost sharing mode and so on.
