城市化进程中涉农土地信访问题的深层次矛盾及其化解

在经济增长指标的压力下，征地成为地方政府推进经济发展的重要选择。由于缺少“自上而下”的制约，各类占地主体往往通过不规范行为征地。同时，集体经济组织的管理者因追求私利而不能成为失地农民利益的称职代表。失地农民居于弱势地位，不能有效地保护其应得利益。而肩负行政救济职责的信访部门却因权威和能力不足难以维护失地农民利益。化解这些矛盾的基本思路在于改变农民的弱势地位，进而通过对策组合实现农民正当利益的维护。

Deep-seated Contradiction and Its Resolution in Letters and Visits About Rural Land in Urbanization

Under the pressure of economic growth indicator, land expropriation has become an important choice for local government to promote economic development. Because of lack of top-down restraints, the new owners usually expropriate the land through unjustifiable actions. At the same time, the managers of collective economic organizations, who seek their self-interest, can＇t be eompeten! representatives for the land-expropriated farmers. In a vulnerable position, the farmers can＇ t safeguard their due interests. The Bureau of Letters and Calls, as a government department responsible for administrative relief, couldn＇ t uphold the farmers＇ interests as a result of lack of authority and ability. The basic resolution to this problem is to change the farmers＇ vulnerable position and build a system that can uphold the farmers＇ interests.
