农村社区环境卫生公共服务供给主体的制度激励研究

在农村公共服务体系建设已逐步推进到社区和农村社区环境卫生公共服务整体供给严重不足、供给动力明显缺乏的现实背景下,重点探讨了对政府供给主体、社区各供给主体和提供主体的制度激励措施,认为有效的制度激励安排,是城乡发展战略转型初期农村社区公共服务体系建设由以外生战略引致的政府行政为主的外推动力机制向建立在基层民主自治基础上的社区内驱动力机制转变的重要推动力量。
