农地制度改革与农业剩余劳动力转移

本文认为,实现农业剩余劳动力向非农产业转移,是实现二元经济向一元经济转变的重要途径之一。当前,农业剩余劳动力向非农产业的转移日趋活跃,区域、城乡劳动力转移将形成主流与逆向支流相辅相成、同时并存的双向转移模式,劳动力转移的主体将主要是受教育水平较高且素质较高的劳动力。而伴随着农业剩余劳动力的转移,也须对土地要素进行相应调整。文章提出,农地制度改革过程中,必须充分考虑经济发展的基础,稳定家庭承包制度,建立土地流转制度,严格土地管理制度。

Farmland Innovation and the Shift of Surplus Rural Labor

Realizing the shift of surplus rural labor to non-agricultural industr ies is one of the important avenues to realize the shift from unified economy to dual economy.At present,the shift of surplus rural labor to non-agricultural industries is increasingly active,the labor's inter-region and urban-rural shi ft will form a bidirectional mode,the main participants of this shift will be t hose with higher quality.Accompanying with surplus rural labor's shift,we sho uld correspondingly adjust land factors.The author maintains that,in the proce ss of farmland innovation,we should fully consider the basis of economic develo pment,stabilize household contract management,establish the system of land con tractual right transfer and rigidly enforce the land management system.
