本文首先在理论上阐明了国有企业对产业竞争力的影响，指出国有企业是市场经济的补充，它可以通过直接和间接途径塑造产业竞争力，甚至是经济全球化背景下发展中国家增强产业竞争力的主要手段。随后分析了国有企业对竞争性产业、垄断性产业、战略性资源产业和战略性高技术产业竞争力的影响。本文的结论是：单一的市场机制不足以支撑主导产业的竞争力，国有企业有利于增强主导产业的核心竞争力，私有化应该是有限度的。

The author states that the state-owned enterprise's effects to industrial competitiveness theoretically, he also points out that state-owned enterprise is the supplement to marcket economy, it may build up industrial competitiveness directly and indirectly, it is also the main method for developing country to enforce industrial competitiveness in the globalization background. Then he analyses state-owned enterprise's effects to the competitiveness of competitive industry, monopolistic industry, strategic resource industry and strategic high technology industry. Then the conclusion is drawn out that mono-marcket system cannot support main industry's competitiveness, state-owned enterprise is good to enforce major industry's competitiveness, the level of system of private ownership in state-owned enterprises should be limited.
