国际金融危机背景下我国利用外资的思考

2008年10月以来，我国吸收外商直接投资数已连续9个月呈下降趋势，形势比较严峻。尽管我国经济率先复苏的信号渐趋明朗，国际资金流出现回稳态势，预计未来FDI降幅会继续收窄。但我们面临的内外部环境仍存在较大不确定性。我国应及时调整政策，采取有效措施：统一外资立法，健全外资并购的法律制度；增强FDI对中国市场环境的信心，改善投资软环境；优化外商投资产业结构；加大服务业招商引资力度，创造良性发展的服务业引资环境等。这样，才可能化“危”为“机”，继续发挥外资在我国经济中的积极作用。

Thinking on Our Use of Foreign Investment under the Background of International Financial Crisis

Since October 2008, China＇s absorption of FD1 has declined for 9 consecutive months, the situation is fairly severe. Although it shows China＇s economy and capital outflow gradually stabilizes, FDI decline is expected to narrow, we still face internal and external uncertainties. China should timely adjust policies and take effective measures： unify foreign investment legislation, perfect foreign M＆A rules; enhance market confidence by FDI, improve soft environment for investment; optimize structure of foreign investment; increase the efforts to attract investment in service sector, and create favorable environment for it etc. Using the global financial crisis as an opportunity to expand the use of foreign investment to make it continue to play an active role in the economy.
