| 摘 要： | 扶贫政策的低效性、"三农"问题的历史动因以及农村扶贫战略的调整,催生了权利扶贫理念。权利扶贫是农村扶贫的一种新的有效思路,是新农村建设背景下消除贫困的现实抉择。通过对权利扶贫的法律分析,制订《农村反贫困法》,以"权利扶贫"的理念为指导,实现农村反贫困工作的法治化和新突破。

| Abstract: | The concept of the right of assisting-the-poor comes from the low efficiency of the policy of helping the poor,historical reasons of "the three agricultural" problems and the adjusting of the strategy about assisting-the-poor in rural areas.The right to assisting-the-poor is a new effective thinking method in helping the poor in rural areas,and it is a realistic choice of alleviating poverty under the background of constructing new countryside.The author believes that through the lawful analysis of using right to assist the poor,we should publish Anti-poverty Law in Rural Areas,and under the guidance of "the right of assisting-the-poor",we should legalize anti-poverty laws in rural areas and find out new methods to aid the poor. |
