| 摘 要： | 完善森工管理体制,是促进森工振兴发展的关键性环节。政企分开是大方向。文章提出了内部分开型过渡模式的基本构想。渐进性“内部分开型”改革有利于森林资源保护和培育,有利于国有林区生态、经济和社会发展,有利于有效解决森工“人往哪里去、钱从哪里来”的问题。

| Abstract: | The key of promoting the development of forestry industry is to perfect the management mechanism of it. Government and enterprise should operate independently. The paper puts forward a transition mode of interior division. The asymptotic interior division reform helps the protection and cultivation of forest resources, the ecological, economic and social development of state-owned forest areas, and to solve effectively the problems of "where people go"and"where is money from". |
