我国石油安全保障的法律问题研究

在我国经济社会快速发展的今天,石油安全已成为保障国家经济安全的重大战略课题。从法律的角度对石油安全问题进行研究具有重要的意义。我国石油安全保障法律制度存在一定的缺陷:石油安全保障的法律法规不够健全,没有形成完整的法律体系;缺乏有效的石油安全的政府管理体制。为此,我国应从树立正确的石油安全观、建立健全有效的石油安全政府管理体制和构建完善的石油安全保障法律法规体系三个方面着手来确保石油安全。

Legal Issues on the Security of China's Oil Supply

The paper reviews that with the rapid development of the economy and society,petroleum safety has become a major strategic subject for ensuring state safe economy.Therefore,it has a significant meaning to study the issue of petroleum safety from the point of law.The paper goes on looking at some imperfections emerged in the legal system of the security of oil supply, those are: unsound legal system,be short of effective system of government.In respond to this,we should make efforts on fostering a correct concept of petroleum safety,establish and perfect the effective system of government,and build perfect laws and regulation system.
