| 摘 要： | 传统的二元论认为政府的职责是提供公共物品,而企业提供私人物品。但第三部门非营利组织的出现表明:政府并不是公共物品的唯一提供者,在政府之外还存在着其他成功的公共物品的供给方式。相应地,公共服务的供给应建成多中心的治理模式,形成政府、市场与公民社会三者互动的有效公共服务体系。

| Abstract: | The traditional political and administration theory understand the relationship between government and market and their provision of public service in Dualism view: they regard government and market as two completely parallel and opposite extremity,they ignore so many medial organizations between government and market.Therefore,we must reconsider ate the dualism about the supply mode of public service,and establish new mode of intercourse among the government,market and civil society and erect competitive and flush public service system. |
